I think any part who has cheated its way into government fears a manifest and public outpouring of their grievances.
also makes a lot of sense if you cheat at the polls and try to suppress everyone from coming out and discovering that they did not vote for you and wtf happened when you claim you won...
it has happened in malaysia already......
